CHAPTER ONE

INTRODUCTION

1.1    BACKGROUND OF THE STUDY

          The existence of local government can be traced back to pre-colonial era. During this era, the different ethnic groups had their own systems of government, which enabled them to administer the community. The local government is the oldest system of government in Nigeria.           This form of administration is the oldest to the people at the grassroots. Before the advent of British colonial administration, some types of local administration that have different forms of political institution in the various parts of the country were in existence.

          Poverty eradication was minimal (15%) whn Nigeria attained impendence in 1960. during this period, poverty eradication efforts in Nigeria centered on education, which was regarded as the key to individual mobility and economic, technological and intellectual development of the country.


          As a result, educational programmes were implemented alongside agricultural extension services that encouraged food production. However, oil boom in the 1070s changed this outlook as export were encouraged by rising global oil prices while Gross National Product (GNP) per capital rose significantly.

          Negative growth as defined in the Gross Domestic Product (GDP) per capital were the result of drop in oil priocess in the latter part of 1970s with poverty rising to 28% of the population. Since 1980, poverty has skyrocketed, for example, poverty level rose to 46% and 65% of the population in 1976 and 1985, respectively.

          Previous Nigerian governments have tried with varying degrees of success to address some of the issues through emancipation of poverty reduction programmes. The first of such programmes called Operation Feed the Nation (OFN) was implemented in 1976 to 1979.


          The programme had the specific focus of increasing food population on the promise that availability of cheap food will eman higher nutrition level and invariavbly lead to national growth and development. Subsequently, government treid different strategies for fighting poverty resulting in frequent changes in poverty eradication policies.

 

1.2    STATEMENT OF THE PROBLEM

          Nigerians are generally disturbed by the menace of poverty eradication. There is that general belief that unless inefficiency in Nigeria poverty eradication programmes is curbed, the government’s objectives of developing the country economically may not be achieved. Most of the poverty eradication programmes in Nigeria serve as dumping  ground for defeated politicians who are in the support of the governing party.


          These men do not have the required training to discharge the responsibilities of these programmes, but are just put on the board merely for political reasons. The effect this has on smooth running of the programme is in most cases very adverse.

          Management, embezzlement, idleness and poor attitude to work are well known characteristics of those defeated politicians appointed among the borads of directors merely for political reasons. Embezzlement for instance has become an endemic diseas that has corroded all poverty eradication programmes in Nigeria. It is common to ehar that certain funds released by the government to eradicate poverty has been embezzled.

          It is the above concetx that necessitated the choice of the topic “the role of poverty eradication programmes in economic development”.

1.3    OBJECTIVES OF THE STUDY

          The project is targeted at ascertaining how various programmes are used in the eradication of poverty in Lokoja local government area for the upliftment and general development of the local government area. 

1.4    SIGNIFICANCE OF THE STUDY

          This study is significant because it tends to contribute to the existing literature and it will form the foundation for further research in Kogi state and Lokoja local government in particular. It gives information on how poverty has eaten deep into the fabrics if the local people in the local government area.

          The study will also help the possible solution and local recommendations could be arrived as to tackle the problem of poverty. The study will further be of a great use to the local government chairman and councillors.

1.5    SCOPE OF THE STUDY

          The scope of this study is limited to Lokoja local government area, despite the multifaceted outlook of the topic. Our subject of the study are the populace of Lokoja and the staff of Lokoja local government area on poverty eradication programmes between 2006—2011.

1.6       LIMITATION OF THE STUDY

There are numerous problems encountered during the course of this project. Therefore, in carrying out this study, the researchers faced a lot of problems or constraints ranging from finance, lack of time and other personal problems.

Some of the members of staff of the local government council were reluctant in providing information, the ways and manewrs we intend to conduct serious research into the eradication of poverty and time was not on our side.

Nevertheless, some facts were still gathered, reviewed and suggestions were made.

This project is designed to know how poverty can be eradicated with particular emphasis on Lokoja local government area, which was created in 1991 during Babangida’s administration. However, this project will cover the time of inception of this local government area to date.

1.7    RESEARCH QUESTIONS

          For the purpose of this study, the following questions will be considered:

  1. How the introduction of NAPEP has to reduce the rate of poverty in Lokoja local government.
  2. How NAPEP has no relationship between poverty eradication but other factors.
  3. How effects of idleness has significant relationship to poverty and eventual results.
  4. how idleness and poverty is not related to poverty eradication but other factors e.g. fairness and equity will help to curtail poverty.

1.8             DEFINITION OF TERMS

-          Poverty: This condition of being extremely poor, a lack of something or when the quality of something is extremely low.

-          Eradication: The act of getting rid off completely or destroy something bad.

-          Economic development: This refers to the adoption of new technologies, transition from agriculture-based to industry-based economy and general improvement in living standards.

-          Local government: Local government is the government of the grassroots exercised through the representation of the council established.
